The Surface Water Authorizations unit of the South Coast Regional office of the Ministry of Forests, Lands and Natural Resource Operations provides regional leadership in ensuring the surface water resources of British Columbia are safe and sustainable.

As the Licenced Section Head of Surface Water Authorizations you will play a critical role in overseeing all authorizations for the use of surface water and physical changes to watercourses. As a consummate professional with discretionary judgement skills, you will make statutory decisions as an authority under provincial legislation as an Assistant Regional Water Manager for these kinds of surface water applications. In addition to your decision making role, you will manage a team of approximately 10 multi-professional (e.g., P.Eng., P.Ag., RP.Bio), technical and administrative staff members. You will also be responsible for providing leadership, supervision and direction to this team to coordinate the ongoing management of the Surface Water Authorization Program.

With knowledge of Ministry programs and policies, and advanced knowledge of the Water Sustainability Act you ensure implementation, compliance and enforcement of the Water Sustainability Act. This will include active engagement with First Nation communities on individual authorizations and broader water management issues. You will also regularly engage with federal and local governments, other provincial authorities, public and other stakeholders. Strong written and verbal communications skills, including fluent spoken and written English, are therefore essential.

Qualifications for this role include:

• A Bachelor’s Degree in a resource management related field (e.g., Forestry, Biology, Planning, Civil Engineering, Geography, or Natural Resource Management), and a minimum of 7 years current (within last 10 years) related experience; OR
• A Master’s degree in a resource management related field, and 5 years current (within the last 7 years) related experience.
• Must be registered, or eligible for immediate registration, with the British Columbia professional association as required by the specialty area (i.e. Association of Forest Professionals; Institute of Agrologists; Engineers and Geoscientists BC (Association of Professional Engineers and Geoscientists of the Province of British Columbia)).
• Experience managing technical and/or professional staff in resource management or a related field
• Experience in analysing and addressing impacts to surface water quantity and aquatic ecosystems.
• Experience in negotiating/mediating solutions.
• Experience establishing collaborative relationships with staff and stakeholders.
• Experience in managing, supervising, mentoring and training diverse teams.
